'What are little girls made of? What are little girls made of? Sugar and spice and all that's nice, that's what little girls are made of."
From a rhyme that first appeared in a manuscript by English poet Robert Southey (1774 -1843), as documented by Peter and Iona Opie, authors of "The Oxford Dictionary of Nursery Rhymes" (1951).
I can't answer for the rest of the old saying, but this little girl is certainly sugar-coated as she enjoys what's left of her fried dough.
